Do you compact the sub-base?
Yes — heavy compaction with the right rolling plant so the base is solid and won't settle.

Both, plus roads and commercial hardstanding. Falls are set so surface water runs away from the building.
Can you leave us to lay the final surface?
Yes. Plenty of builders and landscapers take just the dig-out and prepared sub-base and lay the surface themselves.
